It was acknowledged that the Worcester Safeguarding Children Board needed an independent website and hosting in order to fulfil its obligations to provide information and support to all its stakeholders. The new site would help realign some of the WSCB’s core values and due diligence, while delivering a professional and friendly experience.
Part of this requirement was new branding and a website that was easier to navigate, more engaging, mobile friendly and accessible to all.
Analysis and transparency were another important requirement to the Board, with Google Analytics also on their wish list. A ‘Search’ facility was also important, as well as an ability to communicate and engage with all potential audiences.
As members of the West Midlands Regional Safeguarding Procedures Group, WSCB were aware of the work Phew had done to develop this collective website. A decision was made to commission a joint Safeguarding Adults and Children website and Phew were therefore approached as a trusted and reliable supplier and asked to present a proposal to bid for the work alongside other providers.
The funding was generously provided by the Worcestershire Clinical Commissioning Groups and Phew was briefed on developing a joint website for both Boards which would be mobile friendly, enabling practitioners to access important information, including safeguarding policies and procedures, whilst away from their desks.
Consulting with partner agencies before proceeding resulted in thoughtful discussions on the new focus and content and an early buy-in and commitment.
The assimilation of shared resources on the new website not only put safeguarding firmly on the map in Worcestershire but delivered cost and resource saving advantages across both boards. Analytics have shown that the new website’s engagement has improved dramatically and delivered a frustration free user experience.

Historically, Worcestershire Safeguarding Children Board’s web presence was as a section of their County Council’s main website. While useful for people ‘in the know’, other users found it difficult to find. With little distinction between the branding of departments, navigation was challenging and it was easy to get lost, once there. Non-intuitive, unresponsive and slow for all parties – practitioners, the public and administrators – the user experience was problematic.
